
Safe Transfer + Pound Transfer + Pre-Pound Release + Pound Release + Post-Pound Release
Safe Transfer: This is the very best and safest way to transfer a pet to their new owner. By using this technique there is no risk that your pet can be adopted by anyone other than their intended new owner. We can't recommend this option highly enough - with safe transfers there's no reason for any foster parent to have to experience the sadness of a missed pound transfer ever again.
With the reopening of the Neopian Pound in April 2008, TNT gave us the option of using the transfer option to safely move a pet from one account to another. It only costs 1000NP and is well worth the wait to ensure that your foster doesn't get nabbed by a pound-sitter. You only get one transfer out (and one transfer in) every calendar month, so there may be a short wait at times before you can ensure a safe transfer.
When you're ready to transfer your foster pet to their new owner, the first thing to do is to make sure that they will be on Neopets during the next 72 hours to accept the transfer. If they can't be on to accept, then your one transfer for the month will still be used, and you will have to wait until next month to try again.
On the day you agreed to, simply go to the middle door at the pound, enter in your PIN number (don't tell anyone else what it is, ever) and click on the transfer button under your foster's picture. This will prompt a small window to pop up and it is in this new window that you want to paste in the account name of the person you picked to receive your foster. Make sure you've got it spelled correctly, though! It's usually best to copy and paste it directly from their lookup into this box. If you send your foster to a wrong account, that person may not be nice enough to send him or her back.
Your foster pet's new owner will have three days to accept or refuse the transfer. During this time you will not be able to adopt or create any pets (not that you'd probably want to create a new pet, right?).
If you've already made a transfer this month on the account your foster is on, you may decide to go with the second option of using the pound transfer, but we strongly recommend waiting until you're able to use the safe transfer again.
Pound Transfer:The following section explains how to transfer a pet using the pound, instead of using your safe transfer. It's something that we would never suggest you use in all honesty, as there is no guarantee that your foster will be adopted by the person you've chosen as their new owner. Why would you want to risk someone else getting the pet?
If you insist on using the pound method: we strongly suggest having the new owner read our Adoption FAQ before the process as it will increase the chances of a successful pound transfer tremendously. Below is a summary of the pound transfer process, placed here for easy reference.
Please please please do meet the owner in on an instant messenger like AIM, ICQ, or MSN Messenger before letting your adoptee back into the Pound instead of just using neomail. (many TNOers use Trillian because it includes all the above and more.) The people waiting at the Pound are ravenous. ;P
Pre-Pound Release: Make sure the person has enough NP on hand (*not* in the bank!) to adopt. The Pound fee depends on the level/stats of your pet, so adjust accordingly. Find out exactly how much.
Always make sure the person has out extra NP, at least 1,000NP more than the required amount to adopt. Ghosts have been known to strike just when they're least wanted.
Release: To increase the likelihood of a successful pound transfer, we recommend that you use the pound search link. Using this link will search for the foster's name in the pound, giving you a better chance of being able to click the adopt button on them quickly.
Remember, the link will not work if the pet's name is misspelled. If the adopter doesn't have enough np out, or the adopter already has four pets, they won't be able to adopt the pet from the pound. Ensure none of these will interrupt the pound transfer before going through with it.
Send the person to this address with the pet's name typed exactly at the end (It's best if you prepare the link for the Adopter -- many a foster has been lost because the person adopting made a typo, or forgot the link is case-sensitive, or left a space somewhere!):

Ask the Adopter to have the window with that link in it open already, so they can start refreshing right before you release your foster pet into the pound.
If you're ready to risk your pet being caught by someone else instead of using your safe transfer option (I'm really pleading here - the safe transfer is really the best option for your fosters to go to their forever home), go to the Disown page (you'll need 250 NP yourself to disown), and click on the button below the pet you're adopting out until it says, "Oh please nooooo!" (Sniff....) Once there, don't click anymore! It's the final click before they're disowned.
Post Pound-Release: Tell them to keep refreshing that page quickly when you say so. Counting down slowly from 3 then saying "GO" a couple seconds before disowning is a good idea. The rest is up to you -- good luck! (And don't forget to update us on what happened!)
Tips: Adopt late at night (NST) -- not as many people are online, plus your internet connection will probably be faster. Make sure the other person gives you their undivided attention.
Here's a little bit of advice. Keep a separate browser window open with the adoptee's lookup in it, and refresh every couple seconds to see if he/she is still in the Pound. Give the new owner a bit of time to adopt, but if it's taking just a little too long, you might want to adopt the orphan back and try again the next day. Something may have gone wrong on the other end (not enough NP on hand, spelled the pet's name wrong in the search engine, or a stalled connection).
Worst-case Scenario: If this happens, if your foster is picked up mid-transfer, be polite above all else. Your foster pet is now legally their pet, so harassing them about it will get you nowhere. We'd suggest approaching them politely, offering proof that the foster pet was yours, and ask if they'd please allow the foster to go to his/her originally intended home. If they refuse, just accept it and move on -- it's a bitter truth, but there is nothing you can do. If they offer to 'sell' the foster back, you have the option of reporting them -- though keep in mind your foster pet will be frozen right along with them. Never accept an offer to let you buy the foster pet -- this is against neo-policy and could get you frozen.
